Sanctioning

Superheroes may apply to the Department of Justice for sanction, which grants them law enforcement powers roughly equivalent to those possessed by FBI agents. The government is glad to work with responsible, upstanding superheroes, but it won’t grant sanction to just anyone. It reviews each candidate thoroughly to ensure he will not abuse the privilege and is suitable for it. Only candidates who have registered with PRIMUS will be considered. The candidate must submit to psychological testing, possibly including telepathic scans. The candidate’s ability to work well with the authorities, respect for the government, extent of her crimefighting activities, and past successes as an adventurer all factor into the decision.

Sanctioning requires time and study. Before PRIMUS will offer to sanction a superhero, the hero must understand criminal law and criminal procedures. Registered heroes who offer to assist PRIMUS may receive a temporary offer of sanction to complete a specific goal.

In HERO System terms, the Sanction Package Deal costs at least 8 points, depending on the level of the hero’s contact within the law enforcement world.
