In 1986, following Mechanon’s attempt to take over the United States, Congress authorized the Department of Justice to create a new federal law enforcement organization solely to pursue super-criminals. This would also help deflect some of the critics of the government’s policy, at that time, of barring UNTIL from US territory. Thus, the DoJ created the Paranormal Research and Investigation Mission of the United States or PRIMUS.
PRIMUS was originally intended, like UNTIL, to employ normal human operatives with advanced technology designed for combating superhuman threats. However, soon after the creation of PRIMUS, one of its research scientists, Dr. Lucius Alexander, discovered a super-serum he called Cyberline. When given to certain subjects on a daily basis, Cyberline grants superhuman strength and reflexes with no apparent negative side effects. DoJ officials quickly restructured PRIMUS to take advantage of the Cyberline concept. The leader of PRIMUS is the person most responsive to Cyberline, code-named the Golden Avenger. The primary field operatives would be other Cyberline-compatible agents, called Silver Avengers (generally leaders of regional offices).
The Silver Avenger in Millennium City is Mayte Sanchez and her counterpart in New Orleans in Carter Haynesworth. The remainder of the organization is filled with normal humans equipped with the latest technology.
Even after UNTIL was allowed to operate in American territory in 1993, PRIMUS still retained the primary responsibility for combating superhuman crime in the US. The organization has regional offices in several major cities (including Boston; New York City; Washington, D.C.; Atlanta; Miami; Vibora Bay; New Orleans; Chicago; Millennium City; Seattle; Denver; San Francisco; and Los Angeles), and smaller offices in others. In total, PRIMUS maintains a force of approximately 12,000 field agents. The current Golden Avenger is Daniel James “DJ” Johnson, a former F-14 pilot who assumed the position in 1997.
